Call for a moral and just Government to support our residents
Yn dilyn fy nghynnig i Gyfarfod Llawn y Cyngor ar y 1af o Fai 2025, mae Llafur Cymru bellach yn honni eu bod wedi newid eu tiwn. Raid peidio syrthio am eu geiriau gwag. Gwyliwch yr araith yn llawn yma, a darllen y cynnig yn llawn isod.

Mae’r Cyngor hwn yn nodi effeithiau anghymesur a chronnus polisïau llymder ar drigolion fwyaf bregus ein cymdeithas gan lywodraethau dilynol y DU - boed yn llywodraethau Ceidwadol neu Lafur.

Yn dilyn cyhoeddiad diweddar Lywodraeth y DU o doriadau pellach i fudd-daliadau fydd yn cyfansymu i £5 biliwn, cydnabyddir y Cyngor hwn mai parhad a chynnydd i bolisïau llymder yw’r toriadau hyn. Gyda chyfran o 18.1% o boblogaeth Gwynedd yn cael eu hystyried yn anabl, bydd pobl Gwynedd yn cael eu taro’n arbennig o galed gan y toriadau. Ym mhellach, mae pobl a ystyrir yn anabl yng Ngwynedd yn llai tebygol o fod mewn cyflogaeth, gyda dim ond 50.5% mewn swydd â thâl, ac felly maent yn fwy tebygol o ddibynnu ar fudd-daliadau fel eu hunig ffynhonnell incwm.

Noda’r Cyngor ein cyfrifoldeb cynyddol i liniaru effeithiau creulon polisïau llymder drwy wasanaethau’r Cyngor. Gwelwn gynnydd yn y galw am wasanaethau megis tai cymdeithasol, llety argyfwng a gofal cymdeithasol, a’r gost gynyddol ganlyniadol o gynnal y gwasanaethu hyn. Cydnabyddwn y pwysau a roddir hyn ar gyllidebau'r Cyngor.

Er mwyn trigolion Gwynedd, geilw’r Cyngor Gwynedd ar Lywodraeth Cymru i sefyll i fyny dros Gymru a mynnu bod eu cyd-aelodau Llafur yn Llywodraeth y DU yn gwneud tro bedol ar eu cynlluniau i dorri budd-daliadau.

Er mwyn sicrhau parch ac urddas i bob un, geilw’r Cyngor Gwynedd ar Lywodraeth Cymru a Llywodraeth y DU i gyllido budd-daliadau a gwasanaethau cymdeithasol yn ddigonol.

Er mwyn roi diwedd ar lymder yng Nghymru, mynnir y Cyngor hwn bod Llywodraeth Cymru yn galw ar Lywodraeth y DU i ddatganoli lles a budd-daliadau, ynghyd â’r holl liferi angenrheidiol i alluogi Llywodraeth Cymru i warchod, gofalu a chynnal ein cymdeithas.

This Council notes the disproportionate and cumulative effects of austerity policies on the most vulnerable inhabitants of our society by successive UK governments – whether Conservative or Labour governments.

Following the UK Government's recent announcement of further cuts to benefits totalling £5 billion, this Council recognises that these cuts are the continuation and progression of austerity policies. With a proportion of 18.1% of Gwynedd's population considered as being disabled, the people of Gwynedd will be hit particularly hard by the cuts. Furthermore, people considered as disabled in Gwynedd are less likely to be in employment, with only 50.5% in a paid job, and are therefore more likely to rely on benefits as their only source of income.

The Council notes our growing responsibility to mitigate the brutal effects of austerity policies through the Council's services. We are seeing an increase in demand for services such as social housing, emergency accommodation and social care, and the subsequent increasing cost of maintaining these services. We recognise the pressure this places on the Council's budgets.

For the sake of the residents of Gwynedd, Cyngor Gwynedd calls upon the Welsh Government to stand up for Wales and demand that their fellow Labour members in the UK Government make a U-turn on their plans to cut benefits.

In order to ensure respect and dignity for all, Cyngor Gwynedd calls upon the Welsh Government and the UK Government to adequately fund benefits and social services.

In order to end austerity in Wales, this Council demands that the Welsh Government calls upon the UK Government to devolve welfare and benefits, together with all the necessary levers to enable the Welsh Government to protect, care for and sustain our society.
